Carol Leach joined Beatty and Wozniak, P.C., on January 1, 2010, bringing with her thirty years of experience focused primarily on energy issues. Carol served as General Counsel for the New Mexico Energy, Minerals and Natural Resources Department for more than 20 years, handling regulatory issues surrounding the oil and gas, mining and timber harvesting industries as well as lobbying related statutory development and implementation of laws through rules and practices.
Carol also worked on renewable energy matters including tax incentives for energy production for solar, wind and biomass sources. She led the effort to provide comments to the New Mexico Governor on proposed federal transmission corridors to support the development of renewable energy and the protection of important natural resources. Carol was a key author of a number of reviews of federal proposals for the development of natural resources for New Mexico.
Carol has wide-ranging experience working with state and federal agencies and interest groups from trade associations to environmental organizations. She is practiced in rule-making and other aspects of administrative law. Carol has written for the Rocky Mountain Mineral Law Foundation and has organized or presented at a number of continuing legal education programs.
Prior to her vast experience with state government, she was a partner in the Santa Fe firm of Brown, Bain and Bingaman where she worked on energy related antitrust cases. Her law degree is from Texas Tech University, where she was on the Law Review and qualified for Order of the Coif. Her undergraduate degree is also from there and she has a Master’s degree in journalism from the University of Wyoming.
