Chance Harper

Chance Harper is an associate with Beatty & Wozniak, where he works with the firm’s natural resources, environmental, regulatory, and litigation practice groups. His practice focuses on assisting clients with matters involving public lands, energy development, natural resources, and related regulatory issues.

Prior to joining Beatty & Wozniak, Chance gained experience through internships and clerkships in both government and private practice. As a legal intern with the U.S. Department of the Interior, Office of the Solicitor, Rocky Mountain Region, he conducted legal research on federal and state law, drafted memoranda and public-facing legal documents, and advised agency personnel on partnerships and funding for projects on public lands.

During law school, Chance also served as a law clerk with Kuiper Law Firm, where he prepared title opinions, researched oil and gas and civil litigation issues, and drafted a legal article addressing developments in natural resources law. Earlier, he clerked with the 17th Judicial District Attorney’s Office, conducting legal research, drafting motions and memoranda, and assisting attorneys with criminal prosecutions.

Chance earned his J.D. from the University of Wyoming College of Law, where he was a finalist in the Davis Cannon Natural Resources Law Moot Court Competition, served as Vice President of the American Constitutional Society, published a comment in the Wyoming Law Review, and participated in an international law program focused on human rights, natural resources, and international law in Santiago, Chile.

Growing up in Colorado, Chance embraced the outdoors, enjoying activities like hiking and skiing. He earned his B.A., cum laude, in History and English from Colorado State University.  As a result, he is always looking for a new book to dive into, whether it is a classic or a postmodern work from anywhere in the world.
