Texas Data Center Review Delays Batch Zero and Puts Behind-the-Meter Power in Focus

Texas has heightened scrutiny of data centers seeking to connect to the Electric Reliability Council of Texas (ERCOT) grid. For developers, the question is increasingly not just whether a project can connect, but how much grid power it will need.

On August 3, Governor Greg Abbott directed the Public Utility Commission of Texas (PUCT) and ERCOT to conduct a verification and audit of data centers advancing through ERCOT’s interconnection process before those projects move forward. The review expressly asks whether projects will depend on ERCOT or provide their own power, including progress toward constructing or procuring on-site generation and the type of generation proposed. The action comes amid extraordinary load growth. ERCOT reported approximately 474 GW of large-load interconnection requests, roughly 90% associated with data centers, as of its July 29 Texas Senate presentation. The Governor cited approximately the same figures in issuing the August directive.

Batch Zero Delayed

ERCOT’s new Batch Zero framework groups qualifying large loads into a system-wide study intended to allocate available transmission capability and identify needed upgrades. Following the Governor’s directive, ERCOT announced it would not issue project classifications on the previously scheduled August 7 date. ERCOT instead plans to seek a good-cause exception from the applicable Planning Guide timelines before the PUCT’s August 20 open meeting.

This is not a statewide statutory ban on data-center construction, but it creates an immediate verification path for data centers advancing through ERCOT’s interconnection process.

Why Behind-the-Meter Power Matters

The development places additional focus on ERCOT’s Withdrawal-Limited Private Use Network (WLPUN) pathway, sometimes described as “Bring Your Own Generation.” WLPUN allows co-located generation and load to operate behind an enforceable grid-withdrawal limit, reducing incremental transmission dependency by netting on-site generation against load. ERCOT specifically identifies natural-gas turbines and solar generation as potential on-site resources.

Behind-the-meter generation is not an ERCOT bypass: new generators proposed as part of a WLPUN remain subject to applicable generation-interconnection requirements. (ERCOT Batch Zero follow-up for WLPUN/BYOG)

For data-center, natural-gas, solar, storage, land and infrastructure clients, the takeaway is increasingly clear: power architecture is becoming a front-end development issue, not merely a procurement decision. Clients should watch ERCOT’s forthcoming filing, the August 20 PUCT meeting, and any revised verification requirements or Batch Zero schedule.
