Overview

Miguel Suazo is a nationally experienced energy and environmental attorney with deep roots in the Southwest. A New Mexico native, Miguel combines his background in law, public policy, and regulatory strategy to help clients navigate complex legal and business challenges in New Mexico, Texas, and throughout the Rocky Mountain region.

Miguel represents energy, environmental, natural resources, and blockchain clients across a wide spectrum of issues—from regulatory strategy and permitting to land use and project development. He provides trusted counsel to conventional and renewable energy developers, delivering the legal insight and strategic perspective needed to move projects forward.

With experience that spans private practice at an Am Law 100 firm, running his own boutique energy law firm, and serving as in-house counsel at a publicly traded utility, Miguel brings a 360-degree understanding of the energy landscape. Miguel has led major regulatory filings from start to finish, including electric provider licensing, ERCOT registration, smart meter deployment, fuel cost reconciliation, and siting for large-scale infrastructure like utility-scale wind, solar, and transmission lines. He also routinely advises on real estate transactions involving water rights and environmental permitting.

In addition to his core energy and environmental practice, Miguel is a recognized legal advisor in the fast-evolving intersection of blockchain and energy. He counsels bitcoin miners and blockchain companies on power acquisition, grid interconnection, and environmental compliance. His work includes advising on the use of flared gas or renewables to power mining operations and addressing broader regulatory issues tied to energy use. Miguel holds a certification in blockchain technology from UC Berkeley and is a member of the Texas Blockchain Council’s Bitcoin Mining Subcommittee.

  • Provided counsel on compliance with New Mexico Oil Conservation Division (OCD) and State Land Office (SLO) regulations, Texas Railroad Commission (RRC) regulations, Texas Commission on Environmental Quality (TCEQ) regulations, the Colorado Energy & Carbon Mangement Commision (ECMC), to major energy companies; 
  • Lead counsel for rulemakings and contested hearings before the New Mexico Oil Conservation Commission (OCC); 
  • Lead counsel for various oil and gas companies before the New Mexico OCD; 
  • Represented clients before the OCD, Office of the New Mexico State Engineer (OSE), the RRC, and the TCEQ; 
  • Lead counsel to oil and gas company on Sandoval County Oil and Gas Ordinance Proceedings and testified before the Sandoval County Commission along with NMOGA members; 
  • Provided legal and regulatory advice on provision of electricity service to oil and gas operators in the Permian Basin;  
  • Provided legal advice to client on New Mexico’s stream access law; 
  • Testified on water issues before the New Mexico Legislature; 
  • Represented major utility as lead counsel on Texas Public Utility Commission hearing on the merits in response to 2021 Winter Storm Uri; 
  • Represented major university before the TCEQ in opposition to solid waste permit application. Prepared public testimony, provided regulatory analysis, presented before TCEQ; 
  • Represented clients in contested cases before the Texas State Office of Administrative Hearings; 
  • Advised various corporations on regulatory and environmental issues related to wind and solar project development; 
  • Advise various clients on compliance with community solar programs; and 
  • As in-house counsel for a publicly traded vertically integrated utility, served as lead counsel for various rulemakings, regulatory compliance, and development of administrative testimony before government agencies.
